The Discretionary Crisis Fund is the name for a sum of money we can access as a last resort to help Rochdale borough residents who find themselves in a crisis.
Rochdale’s Discretionary Crisis Fund provides goods (not cash) to residents in crisis, with applications made online or by calling 01706 532 222. It supports people aged 16+ living in Rochdale who receive benefits and meet crisis criteria, offering emergency items such as household goods or essentials.
You can't receive a cash payment from the fund. If you receive help, it will be in the form of goods.

From 1 April 2026, the Crisis and Resilience Fund replaced the Household Support Fund.
We're investing £5 million between 1 April 2026 and 31 March 2027 to help residents who are vulnerable or cannot pay for essentials. This funding is provided by the Department for Work and Pensions.

We'll use the Crisis and Resilience Fund for:
Crisis Payments – short-term emergency payments if you're facing a sudden financial crisis
.Housing Payments – emergency help with rent or housing costs.
Food vouchers – we’ll be providing food vouchers for low-income families until the end of the 2026 summer holidays.
Discretionary Crisis Fund – emergency support for residents facing a crisis, usually in the form of goods.
Eco-Matters Healthy Homes Grants – help to keep vulnerable residents safe at home, including help with boiler repairs and essential household items such as fridges and washing machines.
